I would guess that she just doesn't know how to approach the students. A lot of faculty haven't been trained on classroom management. But you're right...it's not just whether it bothers the teacher...it's rude to the other students and she's losing respect of those students who want to learn and are paying attention!

For students who are stuck in a class where there are no rules sometimes it's best to just do nothing. Sometimes it's best to just ignore the misbehavior going on around you and get through the class. It's better to do this rather than be labeled a "trouble maker". The internet can put your name out there and you can never get it back. One of these days, there is going to be alot more accountability in the college world and students won't have to sit in a class where the lecturer is just talking to themselves and the students do what they want. In the meantime, it's probably just better to keep your mouth shut, attend the lecture, suffer through all the background noise, and complete the course.
